Suspicion

The Department had found a book whose ambition and visible consequence did not appear to be on speaking terms.

That mismatch was enough to send me to Earth. It was not enough to tell me which side was wrong. A framework can be neglected because it is unnecessary, because its vocabulary costs more than its conclusions, because its claims have not been tested, because it has fallen between disciplines, or because attention is an unreliable measure of merit. Neglect was the anomaly that opened the file. It was not evidence for the defense.

Before I could investigate why humans were not using Triadic Evolution, I had to determine what they were not using. The source called itself a framework, a synthesis, a manifesto, and a research program. The Department preferred one box. Neither answer relieved me of the harder task. Definitions, hypotheses, empirical claims, interpretations, and normative commitments could not borrow support from one another merely because they occupied the same book.

Suspicion therefore had to begin at close range. First, I would classify the object without allowing classification to become verdict. Then I would return its components to the literatures that had developed them and ask what, if anything, remained. If natural selection, cultural evolution, organizational learning, distributed cognition, sociotechnical systems, accountability, systems safety, and governance already supplied the important knowledge, the investigation could end efficiently. Eupherion does not require civilizations to preserve every comprehensive diagram they produce.

The more difficult possibility was that the parts were familiar and the arrangement was not trivial. A synthesis can contain no undiscovered component and still reduce a consequential error when several established accounts meet. It can also create that appearance merely by surrounding old knowledge with a common vocabulary. Part I would have to distinguish those possibilities without awarding points for candor, symmetry, breadth, or being difficult to dispose of.

The Department had asked whether Triadic Evolution deserved to matter. I began with the smaller question that made the larger one possible: what kind of intellectual object had arrived, and what would it have to do before neglect became scientifically interesting rather than merely understandable?
