About the Author
Andre Milchman is an independent researcher and enterprise and software architect based in Toronto, Canada. His work explores how people, organizations, and technologies shape one another, with a focus on sociotechnical architecture, artificial intelligence, and the organization of complex institutions and knowledge.
He is the author of Unit Oriented Enterprise Architecture and The Purpose Driven Design Framework for Modern Enterprises, both published by Apress. His independently published books include AI Safety and Security, The Triadic Evolution, Ecosystems Thinking, The Transformable Enterprise (with Noah Fang), and Enterprise Architecture Reimagined.
Across these works, Milchman develops an architectural perspective that connects enterprise design with the broader evolution of human societies and their technologies. His research examines how social organization shapes the development and use of new capabilities, and how people can retain the ability to question and change the arrangements on which they depend. Governance That Learns brings this perspective to AI, arguing that the capacity to govern should be developed as deliberately as the technologies being governed, while preserving human agency and keeping power accountable.
